Car without resident permit illegally parked, partially blocking my drive.

Car without resident permit has been left partially blocking my dropped kerb drive for at least 3 days. It almost appears to have been abandoned here. You will see the sign prohibiting parking without a permit is clearly visible from the car and there is no permit on the windscreen. The car registration is EF11 VIZ. Due to the position of this illegally parked vehicle I have to manoeuvre carefully when entering and exiting my drive. I would ask the council to fine the driver and tow the vehicle to a pound.
