Cars and vans blocking pavement cursing an obstetrician

He comes home from work unloads a vehicle off is low loader. starts working on it till all hours of the nite to get it read for sale as has been doing for about one year now and I've just about had a nuff of it as well as blocking the pavement by parking is hgv vehicle half and half on the kerb and coursing an obstetrician week in week out wat can we do about it
