Car parked partially blocking Road & blocking footpath

Cars constantly parking on the footpath blocking it completely and partially blocking the road meaning other road users having to drive on the footpath on the opposite side to pass. This is a regular occurance and at times you are not even able to pass the parked cars into the road. Car has been parked from 10am to approx noon.
