Manhole in road makes a very loud noise

The manhole sounds like a very loud gunshot, when a vehicle drives over it especially buses. This goes on throughout the day and all night long, and can be clearly heard at residential properties nearby.

Have sent two emails to the council department concerned but it seems that they don't consider peoples quality of life/sleep important!
