Dangerous stack of bricks adjacent to footpath

The property adjacent to the road at this location is undergoing renovation and has been for some time now. There are two or three full size stacks of bricks that are placed on the property's garden, directly adjacent to the footpath. One of the stacks leaning over at a potentially dangerous angle, and if it were to collapse and the bricks fall onto a pedestrian, may cause severe injury. It has been like this for some time now and clearly the builder/owner is not intending to move them any time soon. The stacks are plastic wrapped and I would imagine banded together, but this is potentially very unsafe.
