Raw sewage spilling onto pavement

Sent to Tower Hamlets Borough Council 2 minutes later. FixMyStreet ref: 1353626.

It looks like a sewage pipe inside the property has a leak that is pouring onto the pavement by th primary school playground. Not sure where responsibility lies (between home owner, Thames Water, LBTH and estate) but certain that it presents a significant health risk and is extremely unpleasant to behold. The waste only runs out when toilets are flushed and comes through the wall around 30cm above the ground. Waste runs across the pavement. Thank you for dealing with this disgusting issue.
