Bin next to alleyway has disappeared

Sent to Wycombe District Council 5 minutes later

I reported this previously and was told a replacement bin would be placed here. That was months ago and it's not appeared. The bin which used to be here has gone. Also, the previously-installed bin was lightweight and inadequate (and looked bad the way it was crudely cable-tied to the fence). Could a rectangular one like the one outside the hospital be put here, to prevent rubbish blowing into our garden?
