New traffic lights not phasing correctly

The new set of traffic lights by the new housing development, just north of the railway bridge on the a29 keep changing to red for no reason. No-one is waiting to cross, no traffic is emerging from the new development entrance, I can see no good reason why they would turn red. They should be permanently green unless a pedestrian is trying to cross or construction traffic needs to enter/exit the site. It simply wastes drivers' time, causes unnecessary delays and traffic build-up at peaks times and unnecessary stationary traffic causes excess pollution.
