Resident regularly feeding the seagulls

There is one resident in particular in the flats who consistently feeds 2-3 seagulls daily out of her 1st floor flat window. I have reported this to the managing agents but nothing has been done to stop this. I have lived here for a year and 4 months and it’s been happening all the time I’ve been here. They are constantly outside the window squarking for food and it’s very irritating as it’s right outside my bedroom window and also it upsets my indoor cats also.
