Parking on path

This car blocks the path every morning the driver is a home help to 22 Maiden lane i have asked him nicely not to park on the path and he says he can park where he likes the house he has blocked a lady who has very bad eye sight and in her nineties hope something can be done

    Trying to get down Maiden Lane today on my mobility scooter and this car is blocking most of the path. Very inconsiderate to other people. It's parked like this nearly every time I go down here
