My Green Bin has been stolen - with my house number on it

I put my green bin out last week on 5th June 2018, at 07:30 for collection that day of garden waist, when I returned home at 18:10 my bin was missing. I have been down my street and checked neighbours bins. My Bin had my door number on it (with fluorescent yellow stickers , custom to me only (as I had cut the A out from another number, so you won’t find an A like it), we do have a left over green bin that is pretty disgusting and since been filled with none garden waste by passers-by (so I don’t want that one!). I know the waste management team normally travel with an extra bin, so I called the number and had an extremely unhelpful lady that said "you will just need to use the one that has been left", so even though we pay this money each year for a service, I am expected to dig through someone's general waste to clear out someone elses bin - there is no guarantee that bin does not belong to someone else on my street. And seeing as we have needles left on the pavement some days, I really dont fancy shoving my hands in there!
