Dangerous surface drain cover in pavement

At the point where the Franklin Road pavement is joined by the steps leading to Colwell Close. When there is heavy rain the surface water drains surcharge and this cover is generally lifted by exiting water leaving a void for those walking up and down from the steps. The surround to the cover is also broken with a 3" dia hole.
