Antisocial late night noise from scramble bikers

Scramble/motorbikers regularly congregate to use the section of the Thames path beside the Greenwich golf driving range as a racetrack and to practise wheelies. During the day this is a safety hazard for other users of the path and at night it is a significant noise issue for residents on both sides of the river, as they arrive late at night, often 1, 2 or 3am and rev their bikes and roar up and down for hours on end. This noise affects residents in Tower Hamlets as well as Greenwich, so cross-council cooperation is required here. Can barriers be put in to prevent motorbikes from being able to access this path? Otherwise could speed bumps or barriers be put in at intervals to make it less of an attraction to bikers wanting to pick up speed on a straight, flat section?
