Mechanics operating on residential street

A mechanics workshop runs out of a unit on a residential street and throughout the day Monday to Friday the street is littered with cars from the business, in the region of 10 easily. It’s totally unsightly, one parks fully on the pavement everyday blocking pedestrian access, they make it difficult to access the houses on the street and frequently prevent the bins being collected due to lack of access. I wondered if there is anything that can be done? There is zero respect for the residents on the street, numerous efforts have been made to resolve the problem, each time either met with hostility or just a resignation that nothing will be done.
