Wheelie bins left on path

The bins are constantly on the path which is causing an obstruction for people walking on the path. They have to walk on the road if others are on same path. Also very difficult for wheelchair users as they bump into them. The people put them there so people don’t park there even thou they have car parking space. The bins have been there for longer then 6 months
