Overgrown hedgerows/verge blocking footpath

Rectory Lane is a walking route for junior school children from Almond Hill with a footpath only on one side of the road, so no choice but to walk along it. The day before half term (25th may) my child was walking along this footpath and fell off the double kerb edge (that seems to serve no purpose other than narrow the road and the footpath) and was clipped by a car. Luckily she only fractured her wrist as it could have been much worse. Consequently I walked her to school this morning and found it extremely difficult to walk along the footpath, almost having to walk on the road in places due to the overgrown hedgerow protruding into the footpath. Please can this hedgerow and verge urgently be cut back all along this stretch of road as the schools are back today and this is currently unsafe for children and adults alike.
Some minimal automatic machine cutting back seems to have been done, but the issue is still there and causing an obstruction. Unfortunately North Herts did not deem it urgent and to put in the list with other budget requests. Let's hope no other child has an accident where the outcome is worse than with mine, as they have had fair warning and an incident, so they will be liable.
