Dead May tree on verge

This is a May tree, approximately 90-95% of it died last year. We believe it was planted some 25/30 years ago by a former parish councilor. Though the vast majority if it is clearly dead, it is still solid in the ground and does not appear to be in danger of collapse. As it is outside our self-catering holiday cottage, (though on council ground which we mow and maintain) we are asking for permission to remove it and replace it with a tree that would grow to a similar size, the cost to be borne by ourselves. Thank you.
