There is a general perception that fly tipping in the general RG29 area has significantly increased since charging for waste at HWRC was implemented. Please can you confirm how the revenue from charging is not less than the economic cost of clearing up all the increased fly tipped rubbish, not to mention the poor image this creates for the district.
