Car blocking pavement on 4 lane road

The owner of this van decided to reverse onto the pavement completely blocking it causing multiple pedestrians to walk onto the road if they want to get past. The man got out and shouted at me “if I can walk down here then you can darling” in a rude and threatening way. As he was driving a cleaning company van I assume he was working and should have realised this is not somewhere to park your van. If I had a pram or was in a wheelchair there wouldn’t have been a chance of going past. Large double decker buses were driving past extremely close which made me feel unsafe to walk past.
