Persistent littering

Sent to Nottingham City Council 2 minutes later. FixMyStreet ref: 1319597.

The whole of Radford Boulevard is badly in need of litter pickers clearing the pavements as there is litter strewn everywhere. Bags of rubbish left by residents on the pavements seems to be the norm. Bins left out not emptied with rubbish piled up beside them. I was of the impression that this was a finable offence.
