Parking on double yellow lines - Chiltern Street

This Mercedes keeps parking on the double yellow lines at the top end of Chiltern Street (near the junction with Stoke Road) and it is causing problems for the residents trying to get into the service road to the rear of properties on Stoke Road. This is the second evening in a row that they have parked there, ignoring the note that I left on their windscreen yesterday evening. They have parked there frequently before as well.
It is a common problem with cars parking here blocking clear access in the evenings (presumably after your traffic wardens have finished for the day).
The area bordered in red is an adopted road managed by Vale of Aylesbury Housing Trust. There is on going conflict between residents because there are no clear signs that this is a vehicle turning bay and no parking is allowed. It takes on 1 parked vehicle to deny access to 4 homes some of which are disabled and constantly need to attend medical facilities or visited by Doctors or Health professionals. We are requesting AVDC earmark area as a no parking and paint cross lines on the ground. There is also an issue with the dimly lit un-maintained footpath (opposite) which has become a drug dealing heaven. Please reply as to what AVDC is going to do to resolve this. Thames Valley Police are following this and are in contact with residents
