Bins full of household rubbish again

This issue has been on going for months, there are two bins near the Swansea St entrance after the council eventually put in the new style covered bin. there is no longer a liner in the old bin. People still insist on bringing their rubbish from home and putting it in the bin usually in a recycling bag or carrier bag. You can see its household waste as it contains food wrappings, potato peelings, cat litter and tea bags among other items. Then the local wildlife and dogs rip the bag out of the side of the bin and the rubbish is strewn across the park, it looks and smells disgusting. I am also concerned about what toxic things my dog might eat. Why is the old bin still there? At least if people are too lazy to sort their rubbish and insist on dumpling it in the park bin, let them do it in the covered bin so the rubbish stays in there. Please take the old style bins away.
