Trapped in house yet again by car pavement parking across the pedestrian gate to my house I'm in a wheelchair so can't even climb over the wall to get out if there is a fire

Car repeatedly park on the pavement blocking any access or egress from my property I was only trapped for a few hours yesterday but has been up to 6 hours in the past. This is usually after 7 pm or at the weekend. Traffic enforcement won't do anything and I am in a wheelchair so I can't even climb over the wall to get out. This car is completly blocking the pedestrian foot path. Last night the occupants threatened and abused me which is something I am getting used to as it is such a regular occurancr I have contacted the council before but it is still happening. I am genuinely frightoned for my own safety now. This is outside 5 burnhill road beckenham
