Bins in public right of way

On my way to dropping my children off at school we take a short cut through the alley ways. Someone keeps leaving their bins out and my child has walked into then twice now. The smell from them is disgusting and blocking a public right of way! My children no longer want to walk this way anymore! They have been left here for at least 5 months now

This problem is still not sorted out. The weather is at an all time high and is making these bins in a public right of way even more replulsive than before. I have noticed some evidence of rodents. God help the neighbours around this area!
