Illegal Parking Spaces Painted on by Residents

The residents of Catherines Close have paid £100 each for a non-council company to paint white lines to denote parking spaces and the word disabled, along almost all the street. I obviously have no issue with real disabled spots and those that need them, however I know these are not real as my father in law who is a blue badge holder due to terminal illness parked in one of the 'disabled' spaces and was rudely addressed via a note saying that he should 'not park in their space again or there would be trouble'. Another resident on the street having parked partially in one of these spots was accosted by 3 resident together, and was physically pushed and screamed at. These spaces evidently are illegal as said residents proudly announced they had paid to have the lines added and they have no problem being abusive to real disabled people using them.
