Blocked drains on bypass (70mph speed limit road )

The A444 (both directions) to and from Bedworth to Coventry has blocked drains / gullies causing standing water on a 70mph dual carriageway.

They need clearing regularly and this only happens when it is reported here. Is there no maintenance plan in place for this to be checked and cleaned on a routine basis?
