Not reported to council

There are two rubbish containers on the junction between Norfolk Street and Kirby Street which are used by many local households. We put our rubbish in these containers and then the council empties the containers. Often the containers are full and rubbish is then left beside the containers. Seagulls then scavenge the rubbish, rubbish bags are torn open and the road is a mess of rubbish.
