Traffic lights on railway bridge not responding correctly

This is a problem with the timing of the lights. They usually change to green by the time the exiting traffic is at the bottom of the bridge slope, which is very effective at keeping people waiting for the minimum time. But at the moment (and for some time now) traffic is being held for so long that it can put pressure on the front car in the queue who starts to think the lights are stuck. Just the other day I had waited for the lights to change for some time and when I finally got a green light and proceeded over the bridge, I was met by a 4x4 coming from the west. So the frustration is at either end of the controlled section of bridge where it appears the lights stay on red at both sides of the bridge for excessive periods. In this instance there was no reason to hold the traffic due to for example pedestrians on the bridge etc. The driver claimed they'd been waiting for ages.
