Grass strips not being maintained

I have previously reported the issue with the grass strips in the footpath outside my house on several occasions over the last 5 or 6 years (see previous items on this site). No action has ever been taken by WCC and the problem was closed when it should not have been. I never agreed that it was closed. The problem is that these grass strips are not maintained by WCC as they should be, since WCC is the body responsible for them. They are an inconvenience to the residents like me for several reasons :
Van drivers and motorists park on them and leave tyre ruts when the grass is soft. We have to try to repair the damage. Dogs use them as a toilet. WCC do not cut the grass, so the residents do it to avoid them becoming even more unsightly (see photos). They are full of weeds. They are an eyesore.
This is not fair on the residents. We should not have to maintain these strips as they do not belong to us. I have asked repeatedly for them to be removed - or properly maintained, but no response, which is extremely unsatisfactory. WCC is negligent in not taking responsibility for them. I repeat my request for something to be done.
Warwickshire County Council has received your report which will be reviewed accordingly. There are no automatic updates to the status of this report - this is something we are working on as part of the improvements to fault reporting.
