Collapsed 'No Entry' sign

The 'No Entry' sign at the exit from Church Square on to High Street in the centre of Market Harborough is a non standard design comprising a steel sheet housed in a bespoke wooden frame on top of a wooden pole. The wooden frame has either been damaged or has rotted resulting in the steel sheet falling to the ground with consequently no indication to traffic of the one way street. The steel sheet is also a danger to pedestrians. This has been like this for several weeks and needs to be fixed ASAP. A friend of mine reported this at the council offices but was told it was nothing to do with them!
