Sky dish in conservation area

Hi there, The owner of the building on Mercatoria / start of East Ascent has just fixed up a SKY dish on the front of his building at low level on the street where we live. We are in a Georgian Listed Conservation and no one puts satellite dishes on the fronts of their properties. Can someone please inform them of the regulations? It helps to preserve the beauty of the streets without tech clutter spoiling them. It's the grey Georgian building next to A+ Tailoring and opposite St Clement Passage/Twitten on the border between Mercatoria/East Ascent.
