Water main leaking under road

Depression in road near surface drain that continually has water flowing from it, even on dry hot days water flow from this depression. I believe that a water pipe under the road has broken and the water stems from that. It has been like this since at least end of Jan 2018 but the recent hot dry weather has confirmed my suspicions that was always leaks from the ground here.
