Access restriction to North Circular broken/removed.

Elm Avenue is a dead end street that has a closed access to the North Circular road. The blocked end of Elm Avenue should consist of fixed bollards and a removable bollard. However, the removable bollard has been broken and removed allowing access from Elm Avenue to the North Circular (and vice versa). Cars are now making dangerous exits and entries to and from Elm Avenue and the fast moving traffic on the North circular. There is the potential for a serious accident to occur here.
