Compacted verge over tree roots and drain system

Sent to Cheshire West and Chester Council 1 minute later. FixMyStreet ref: 1276108.
Damage in vicinity of 62 Hartington Street, with a number of other verges in this street now becoming more and more damaged from such inappropriate parking on or driven across due to lack of enforcement measures at such as 77,56,83,60,56,89.91,93,66,68,101,94 etc.. Some verges already stripped away and only light tarmac work with no proper crossovers put in place, Entire accesses opened up subjecting verges to damage, and even broken paving used to create crossovers with CWAC tolerance given that has been in place for several years now despite complaints being submitted etc. All most unsatisfactory; especially given lack of action on this from CWAC. In addition long standing failure to prune and pollard trees in the avenue adding to the problems with Streetscene function here.

Thanks to a Customer Relations Officer at CWAC a walkabout of the area took place on 6June with a Streetscene Officer but two Highways Officers scheduled to attend did not turn up and no explanation or apology has followed from them. One ward Cllr turned up at the invitation of the council and insisted on having a photo taken of her with some o0f the community people attending even though she was explicitly told we wanted no photographs. there was a scripted list of sites and issues to talk about but the cllr rather disrupted the plan by going here and there against this schedule. we nevertheless managed to cover the issues we wanted and at the end of the walkabout a sustainable management plan for these avenues was handed to him to be submitted to the Council. It is a month later and we have had no feedback and none of the issues we raised have been addressed; including failure to undertake the repairs noted on this submission to Fix My Street.

Thanks to a member of the council Locality Team we will now have another walkabout of the area on September 10th with Officers involving neighbours who have opted to take part to look at this an other street issues here. Any developments will be reported in a future update. That said so far no actual practical resolutions yet to this and other reported problems.

A community meeting attended by 30 plus neighbours with Officers has now been held followed up by walkabouts to view this and related issues. Minutes have been published by the LA acknowledging the issues but as yet no actual repair or enforcement actions have been delivered. It was suggested a Neighbourhood Plan be considered to help deal with this and other local issues. this might take four years to produce against a background of the area being unparished with no Town or Community council in place to support such development. Quite a challenge.

No actual attempt at repair work by the LA ……..although we are now encouraged to set up a Neighbourhood Plan for our area. Meetings about that planned for the New Year. NPs can take up to 4 years to produce and much harder for us as we have no Town, Community or Parish Council to support us if enough neighbours opt for one.

By now, after reporting this for so long, you can see it is clear our council and elected cllrs have done nothing to fix the problem. In the new year a meeting to discuss having a neighbourhood plan might help; although note elected ward cllrs have not turned up tot he preliminary prep meetings.

A community meeting led by the LA has just been held to discuss the possibility of putting in place a Neighbourhood Plan for this area. that may lead in time to some action. As things stand there has been no action. Nothing has been done to resolve this long running complaint.

The Neighbourhood Plan initiative has progressed due to my independent work with the LA locality Team; although sadly a local Tory group newsletter has just come through my door alluding to that group's involvement although infact they have throughout not been involved? The LA has now agreed to stop selling off local greenspaces following a campaign that I again independently led. That said no progress on the verge damage issue with a proposal for a resident parking zone initiative in nearby streets that due to no attention being paid to the avenues threatening to decant none resident parking etc from those streets onto these avenues and it seems these verges doing more damage and causing more obstruction?

As has been ongoing for many years management of the local verges continues to be neglected with what cutting that is done poor. Standards have deteriorated over time as continues to be the case. the LA seems keener to cut down trees and place metal facsimilies rather than plant new natural trees in the city. Laughable. A meeting about a possible NP has been held since I last wrote but nothing actually being done in terms of active progress.

The verges in the local avenues including this one are currently being trashed by uncaring and careless drivers turning them into ugly sunken mud patched. Oh yes, with the extreme tolerance of an uncaring LA. merry Christmas I think not. Muddy Christmas here I do.

Still nothing being done, with no traffic and parking enforcement being introduced although asked for. The verges here are being heavily trashed in places at the moment. Makes me sick to look at what is being done by some neighbours and visitors and allowed by the LA.

Nothing has been done, although the council did meet with some neighbours this week to discuss and update on our concerns. we were assured our concerns have been under consideration since 2018 over the last two years since we previously met. Budget restrictions were mentioned as limiting anything that can be done. A little work now on local street trees was mentioned as promised although not really at at level to resolve the problems we have. It was stated a planned new Neighbourhood Plan might tackle some of these outstanding long term issues. we will see.

One or two people trapped at home by the virus crisis have been doing some tidying of their verges but mostly not bothering. You can't expect the LA to be doing anything at the moment in the circumstances. That said the needed work should have been done long ago.

Still no LA action; not helped of course by the current health crisis. But that has been the case for many years previous to this anyway, so any excuse frim the LA will look lame. That said I have now produced a PowerPoint presentation about my area of the locale and sent it on a CD disc to a BBC programme.

Daft to think the LA would have done anything about this. Long term neglect continues. A positive approach would be to offer rate reductions in return for managing these verges etc by residents, but partnership between the two parties seems beyond the comprehension of our LA. They always find excuses such as health and safety concerns; not that the state the trees and verges here are in don't present such problems due tot he ongoing LA neglect of management.

Nothing fixed. All deteriorating. neighbours largely left to our own devices; some trying to keep the area in good order, some disinterested, and some happy to add to the diminution by bad practice in the absence of any enforcement. No doubt when the winter weather arrives again things will deteriorate further. Very depressing.
