Garden filled with rubbish creating an eyesore.

This house owner seems to be a hoarder who collects junk from the area. His front garden and drive is a complete mess and ruins the look of the area. Homeowners have lost buyers because of the sight of this mess. Electrical appliances (tumble dryer) have been left running outside in the rain.
