Continuous illegal parking of a non resident blocking in residents.

The owner of the Jaguar and Mercedes is not a resident of Kilby Green, yet continually parks his cars in this area - recently choosing to park his second car behind his first and as a result restricting the residents turning circle, and making it impossible for delivery vans etc to turn. This is causing severe frustration amongst the residents and, despite another resident having asked him to stop parking in this manner, he continues to do so with no consideration for those who do live here.
