Non resident consistently parking illegally in the centre of residents parking and turning area blocking driveways and blocking in his other unused vehicle

Non resident consistently parking illegally in the centre of residents parking and turning area blocking driveways and blocking in his other unused vehicle. The turning circle for residents is now impossibly tight and some residents of Kilby Green have had to park in different areas so as not to risk being blocked in. I left a polite note last week which I know the gentleman received however he is still parking there without consideration. There is no parking space and he is in fact parking behind a parking space blocking his own unused vehicle in. He is not a resident of Kilby Green and frustrations are running high as a result. This has been ongoing for the past month and he has blocked driveways many times with no remorse.
