Very dangerous parking

Van, registration number BC17 VHO parked on the Southbound side of South Ealing Road, W5 at 3:18pm on 27 March 2018. There were no obvious identifying marks on the van apart from the 'Powered by Hertz' sticker on the back, but, when I looked at the front of the van, there was a 'Yodel log sheet' on top of the dashboard, which was rapidly whisked away by the driver as he got back into the van before I could photograph it. I assume, therefore, that the van was being used for Yodel deliveries. Quite apart from the bashed up state of the vehicle that would make it unsuitable for business use by many companies, the driver has PARKED ON THE PAVEMENT...ON A DOUBLE YELLOW LINE...ON A ZIG-ZAG LINE WITHIN A FEW FEET OF A PEDESTRIAN CROSSING (the white line showing under the rear of the van is part of this zig-zag line)...BLOCKING AN ENTRANCE (you can see the gap in the pavement on the left of the van)...AT 3:18PM, THE PRIME TIME FOR YOUNG CHILDREN BEING ON THE PAVEMENT ON THEIR WAY HOME FROM SCHOOL...
