Giant bags of tree cuttings left in alleyway

The public walkway/alleyway that runs adjacent to our property recently had some trees trimmed by two people with a LandRover Discovery. The cuttings they took have been left in two large sack bags and just dumped in the alley and its been that way for over a month.
