Bins blocking

This is an awkward problem because there are possibly no meams of keeping pavements clear for pedestrians. . Half of this row of homes leave their bins on the pavement permanently. It isn't particularly difficult for them to put them round the back of the houses. This is even easier if rubbish isn't blocking the alleyway access to the rear of homes. The vast majority of us in the area keep the bins at the back of the house, enabling pedestrians to use the pavement easily
