Bricks, rubble, (and vehicles) obstructing public footpath + resurface needed

Workmen have strewn bricks and other waste/rubble over the public footpath outside 6 Linnet Close, without a care in the world for people who walk along it. The footpath is literally unsafe as a result, and if you are partially sighted it is incredibly easy to trip over the rubble in semi-darkness. There are no warnings or notices, literally just rubble sitting on the ground. This is a major trip/obstruction hazard, and whilst the rubble has been moving from time to time, they have now been in the way for approximately two weeks, and the pile of bricks is still very much there!
It seems as though small amounts of work are being done at regular intervals, like Saturdays and Sundays, and the bricks/rubble blocking the pavement remain sitting in the centre of the footpath all week long, with no apparent effort being made to clear them. Obviously the work will finish at some point, but if the council wants to catch (and fine) the danger on the pavement, they should do so promptly as it has been going on a while and doesn't seem to be stopping too soon. The rubble is there literally as I type, and it looks like a driveway is being constructed, possibly without proper dropped kerb access to that specific part too(?).
Additionally, the pavement surface now needs repairing. It has been noticed the person living at the house persistently drives over, and blocks the footpath with his car, which could explain all the damage exactly where the car parks. There is additional damage further along the pavement, again, where the pavement gets driven along. See a vehicle as an example on StreetView if necessary.

Clearer photo of rubble/bricks blocking pavement. I have not had any response regarding clearing it, and it is still dumped there.
It is likely no expense is necessary to get this cleared, so it should be trivial to solve, as it is obvious whose it is. I will stress again it literally IS a hazard to pedestrians and there is no way anyone would get away with this for 5 minutes if it was more central in town, let alone two weeks. I went to great effort to keep the pavements clear when I had work done on my house, but some people can't be bothered with all that nonsense I guess, easier to just block it...!

Another week has passed since my last update. Rubbish and bricks have moved, but are still there (now outside number 21 Linnet Close, possibly shared materials on two jobs).
Can this be dealt with now please? I have been very patient. I have already informed you that you are unlikely to even have to pay to fix the problem - the culprits are obvious, and they need to be told by a Council authority figure that this isn't allowed. If you are worried about cost, issue a fine to recover it.
I have disabled and elderly friends who in theory would be adversely affected by this.
Please do not ignore the problem "until it fixes itself", because it has taken three weeks so far.
