Water pumped from shower/hand basins directly on to pavement

Water is being pumped from number 103 Clarendon Street Leamington Spa directly on to the pavements both in Clarendon street and Cross street. As a result the pavements are like an ice rink and there is an extremely high risk that a member of the public will suffer a fall and potentially a serious injury. Surely this is illegal to pump water from sources such hand basins or baths/showers directly onto the pavement?
