Large amounts of rubbish on verge of A34 between Abingdon and Oxford

There is a huge amount of rubbish all along the verges of the A34. As well as being unsightly and a danger to wildlife, it contains large pieces of plastic which could blow onto car windscreens. Some of it is in the grass and some in the bushes. I have telephoned Highways England who informed me it is the responsibility of the Local Authority. They gave me the number 01865 792422 - but this department informed me that they were only potholes. They informed me to contact either VWHDC or Oxford City Council. Please could this message be forwarded to the correct department? Many thanks
