Overgrown trees

24 Caernarvon drive,Clayhall,Ilford essex.
In the rear garden there are hedges already has become trees,because nobody trims them.The trees are blocking the light and view of people living in the block,it will grow higher an will cause more obstruction to the residents.Is it possible to be cut down to a lower height?
