Clarification on ownership of maintenance

I have been in contact with OCC who have clarified that the land in front of the top shops (coop) is adopted highway by OCC. I am trying to find out who should be regularly maintaining this land in terms of cleaning, bins and maintenance issues (paving, bike racks). Please can someone clarify who we should be liaising with, as OCC employee directed me to report it here. This space has been overlooked and a volunteer is currently cleaning it.
