Inadequate highway re-enstatement works outside 1 Eton Road

Sub contractors working o behalf of Virgin Media Business have carried out works on the highway to provide services to 1 Eton Road, but the re-in statement works is poor at best.

The carriageway re-surfacing looks to be of poor quality and is already breaking away, given the whole road was resurfaced about 6 months ago its not really an acceptable standard of work also the footpath has been taken up and relaid for their duct works to the customers property, but its been relaid and they have left the water meter about an inch below the footpath obviously a tripping hazard for pedestrians.

Can the council request they return and carry out remedial works to put it right or bill them for the corrective work to the highway ?

Can the council also check they had a permit to work on the highway - given the working methods seen i would assume not (using a mini digger in the road with no signage or cones or even a partial road closure)
