Fallen down fence panels

Sent to Crawley Borough Council and West Sussex County Council 1 minute later. FixMyStreet ref: 1202479.

Two fence panels have fallen down separating Bellamy Road and Gates Close. Please can you advise who is responsible for repairing the fence? The fence panels have been down for approximately 4 weeks.
