Difficult and unnecessary barrier on National Cycle Route 2

Sent to Norfolk County Council 1 minute later. FixMyStreet ref: 1202404.
The wooden barrier across the cycleway is very difficult to negotiate. The angles are very tight and there is a steep drop-off at the edge of the tarmac. I have fallen off here twice and I know less able cyclists avoid it and ride on the A149. It almost certainly does not comply with the Disability Discrimination Act. The barrier serves no purpose now as the field entrance here has been blocked off. It needs to be removed and the cycleway put back onto its original alignment.

County Highways say it was one installed by the landowner and there's nothing they can do. Landowner has (to date) not responded to communications.

I think this has been moved into the 'too difficult' category! It's apparently the responsibility of the landowner who doesn't respond to communications.

Still the same. Norfolk Highways (with whom I've also spoken too directly) seems to have filed it in the 'too difficult' box and says it is the responsibility of the landowner, who will not reply to communications. I've also written to the local council (Borough Council of King's Lynn and West Norfolk) about it but they have not replied. Incidentally, the landowner also happens to be the Borough Councillor!
