Problems with parking on grass verges

Along St Nicholas Avenue, the general lack of off-street parking causes many residents to attempt to park partially or fully on the grass verges. This is not so much a problem in summer but this wet winter has caused many to turn into muddy messes. Is there any way of firstly protecting these verges from parking (bollards, signs, enforcement?) and secondly to repair the damage done which is in places very deep holes and ruts. Many of the homes on this road are military quarters, mine included and the other (quite often short term) occupants do not seem care about the area. If this Avenue of enquiry is unsuccessful I will try contacting the local councillor to see what can be done. This should be sent to local and county council as I believe the remit overlaps.
