Rotting food on the grass to feed birds

The grass area on the corner of Station Road and Elmgrove Road has daily visitors dumping bags of rotting food on the grass to feed the birds. They drive up in cars or deliberately bring rubbish as they are walking past to dump on the grass. It's been reported time and time again but nobody does anything about it. It just goes to show how little Harrow Council actually care about their council tax payers. It's a disgraceful mess. A few simple 'Do not feed the birds' signs would help deter the perpetrators who attract rats and gulls also. Rats run up and down the back alley behind the restaurants on Station Road and you can clearly see wholes they have made into their nests.
